Our Team

As Managing Director of Safe Harbor, a family-owned group of three elderly care homes in Stoke-on-Trent and Staffordshire, I bring 15 years of industry experience and a business management degree to my role. Having managed the business for five years and become Managing Director last year, I am dedicated to resident safety and service improvement, guided by our values: Safe, Together, Compassion, and Improving. I champion staff training and internal promotion, fostering a skilled, compassionate team. My mission is to ensure Safe Harbor remains a trusted, nurturing home, providing peace of mind for families and exceptional care for residents.

Anita Hopkins is the Group Compliance Manager at Safe Harbor Residential Care, bringing over 20 years of experience in the health and social care sector. She joined Safe Harbor 12 years ago and has progressed through every level of care leadership within the group — from Senior Care Assistant to Floor Manager, Deputy Manager, and Registered Home Manager — before being appointed Group Compliance Manager in 2022. In this role, she drives quality standards across all three Safe Harbor homes, ensuring outstanding person-centred care and full alignment with CQC and Health and Social Care guidance.

Before joining Safe Harbor, Anita delivered community-based palliative care with Douglas MacMillan Care, supporting patients and families through end-of-life care, and provided individual PA-based support for people with complex physical and mental health needs in their own homes. She is a registered member of Skills for Care and holds active memberships with several manager forums, including the Outstanding Society, attending regular meetings to ensure Safe Harbor remains aligned with the latest CQC guidance and best practice.

Anita is driven by a genuine passion for delivering outstanding, person-centred care — particularly for those who may not always have a voice. Her experience across very different care environments has reinforced her belief that quality is not just a standard to be met, but a commitment to be lived every day. She is proud to work within an organisation whose values she shares deeply — Safety, Compassion, working Together, and striving for continuous Improvement — and considers it a privilege to help uphold those values across Safe Harbor’s three homes and to support the teams who make a real difference in residents’ lives.

Jorge Finn is the CQC Registered Manager at Agnes and Arthur, bringing 14 years of experience in adult health and social care to his role. Before joining Safe Harbor, Jorge built a career spanning frontline care, registered management of learning disability homes, dual management of two care homes simultaneously, and a regional quality assurance role overseeing care homes and hospitals — giving him an unusually broad view of what good care looks like in practice.

Jorge holds an NVQ Level 3 in Health and Social Care, an NVQ Level 5 in Leadership and Management, a BSc (Hons) in Criminology and Psychological Studies, and a CMI Level 7 Diploma in Strategic Management and Leadership Practice. He is a Chartered Manager with the Chartered Management Institute, and has completed Adult Safeguarding Lead training. His focus is on building and supporting strong teams, developing positive workplace culture, and understanding how effective leadership directly shapes care outcomes for residents.

Jorge grew up as a young carer for his mother and witnessed first-hand many of the shortfalls in health and social care. That experience is what drew him into the profession — not as a bystander, but as someone determined to be part of the solution. Since joining Safe Harbor he has valued above all the relationships built with residents, their families, and a team he describes as genuinely inspiring. Outside of work, Jorge is a qualified Divemaster and a licensed skydiver.

I have been the Registered Manager at the Place Up Hanley Care Home since September 2023. I have worked in various roles over the past 25 years in the adult social care sector.

It has been a pleasure working with The Place Up Hanley team, we have worked hard to improve the quality of care and outcomes for our residents.

Our vision is to provide opportunities for the staff team to be involved, learn, develop their skills and progress in their career. I welcome and appreciate feedback and suggestions to help the home continue to improve and go from strength to strength.

Clare Challinor is the Registered Manager at Florence House, having joined Safe Harbor in 2026. She began her career in health and social care in 2018 within community care, and has since progressed through a range of roles — including Senior Carer, Field Care Supervisor, and Deputy Manager — before achieving her first Registered Manager position in 2023. She brings hands-on experience across a wide variety of care settings and a clear sense of the progression that good leadership requires.

Clare holds an NVQ Level 5 in Health and Social Care. Her experience includes managing a care home supporting people with mental health needs, and she has spent the past three years leading care homes for people living with dementia — an area she describes as a particular passion. She believes firmly that every resident should be recognised as an individual, with their choices, dignity, independence, and personal history at the heart of the care they receive.

What Clare values most about her role at Safe Harbor is the opportunity to make a genuine difference to the lives of residents and their families. She is equally committed to developing and supporting her team, believing that a knowledgeable, compassionate, and valued workforce is essential to outstanding care. Her ambition for Florence House is for it to be more than just a care setting — a warm and welcoming home where every resident feels safe, respected, valued, and truly part of the Florence House family.
